Capital Improvements Program
Currently, the City has limited funding for Capital Improvements and seeks opportunistically other sources of funding in order to minimize debt. As such, the City needs to address the issue of its commerical tax base and look for ways to increase its contribution to City capital improvements which include:

Regravel and/or sealcoat streets.

Repair bridges, streets, and culverts as required.

Use the Park Dedication Funds to upgrade existing facilities and develop new ones.

Resolve surface water erosion issues in rural areas.

Manage water run-off on Old Village streets and boulevards.

Repair and/or pave side streets in the Old Village.

Repair sidewalks in the Old Village.

Create and impliment an historically appropriate lighting plan in the Old Village.

Reconnect the Old Village with its public spaces on the St. Croix River.

Address the adequacy of the City Levy in protecting portions of the Old Village from periodic flooding.
A detailed CIP outlining cost estimates, income sources, and payment schedules will be attached to this plan at a future date. The CIP will be reviewed and revised annually. Sound fininacial planning will be utilized so as not to significantly increase the tax burden on individaul property owners in fullfilling the capital improvmentment plan.
